وزير عزيز،
من
اين نامه را براي ابراز شديدترين محكوميت [انزجار - م] خود نسبت به آدم‌ربايي و قتل دهها
ساكن بدون سلاح كمپ اشرف در عراق، در تاريخ اول سپتامبر براي شما مي نويسم. من قبلاً نيز در
ابراز خشم خود نسبت به عدم حفاظت از اين ساكنان و هم‌چنين ساكنان كمپ حريه به شما
نامه نوشته و حملات مستمر و وحشيانه عليه آنها را محكوم كرده‌ام.
من
نگران آن هستم كه 7تن از ساكنان هنوز مفقود هستند و احتمالاً ربوده شده‌اند، و
اكنون ساير ساكنان اشرف بيم آن دارند كه اين هفت نفر با تهديد استرداد به ايران و
قرار گرفتن در معرض اعدام روبه‌رو هستند. اين بسيار نگران‌كننده است زيرا اين
ساكنان ”افراد حفاظت‌شده ”تحت كنوانسيون چهارم ژنو هستند و توسط كميسارياي عالي
پناهندگان به‌عنوان ”افراد مورد نگراني ”شناسايي شده‌اند. من هم‌چنين دريافته‌ام
كه هيأتي از يونامي به‌رياست معاون نماينده دبيركل سازمان ملل، آقاي جورجي باستين،
روز دوم سپتامبر از كمپ بازديد كرده و كشته شدن 52تن را تأييد نموده و اشاره كرده
است كه ”آنها آثار جراحتهاي ناشي از اصابت گلوله، كه غالباً در ناحيه سر و قسمت
فوقاني بدنشان بوده است و دستان چندين تن از آنان بسته بوده است بر بدن داشته‌اند“.
در واقع، گزارشات حاكي از آن است كه اين قتل‌عام توسط همان نيروهاي عراقي كه قرار
است از اين ساكنان حفاظت كنند صورت گرفته است.
چنان‌كه
در نامه‌هاي قبلي خود اشاره كرده‌ام، امنيت اين ساكنان هم توسط سازمان ملل و هم
توسط دولت عراق در يادداشت تفاهم 25دسامبر 2011 تضمين شده بود. دولت عراق خود را
متعهد به تأمين حفاظت و امنيت اين ساكنان كرده است، ولي به التزامات خود عمل نكرده
است. من محترمانه درخواست مي‌كنم كه از دولت عراق بخواهيد كه بلافاصله اين حمله
وحشيانه را مورد تحقيق قرار دهد و همه اقدامات لازم را جهت پيشگيري از هرگونه حمله
بعدي بر عليه اين ساكنان بي‌دفاع به‌عمل آورد، تا جايي كه بتواند امنيتي را كه در
يادداشت تفاهم سال 2011 به‌وضوح به اين ساكنان تضمين داده شده بود محقق كند. از
توجه شما به اين مسأله مبرم تشكر مي‌كنم.

Dear Mr. Secretary:
I'm writing to you to express my strongest condemnation of
the kidnapping and killing of dozen s of unarmed residents in Camp Ashraf، Iraq، on September 1. I have
previously written to you to express my outrage over the non-protection
afforded to these residents and those of Camp Hurriya، and to condemn the
persistent and vicious attacks against them.
4 1 I am concerned that seven residents are still missing، and possibly kidnapped، and now other Ashraf
residents fear that these seven may be in jeopardy of being extradited to Iran
where they could face execution. This is extremely concerning because these residents
are "protected persons" under the
h Geneva Convention and considered "people of
concern" by the UN High Commissioner for
Refugees. It is also my understanding that a U N AMI
delegation led by the Deputy Special Representative of the United Nations
Secretary-General (DSRSG)، Mr. Gyorgy Busztin، conducted a visit to the
camp on September 2 and verified the 52 deceased، noting that they had
"suffered gunshot wounds، the majority of them in the head and the upper
body،
and several with their hands tied." In fact، reports indicate that this
massacre was perpetrated by the same Iraqi forces who are supposed to protect
these residents.
As I have noted in
previous letters، these residents were guaranteed their safety by both the UN and
the Iraqi government in the Memo of Understanding (MoU) of December 25، 2011. The Iraqi government
committed itself to providing the safety and security of these residents but it
has not lived up to its obligations. I respectfully urge you to demand that the
Government of Iraq immediately investigate this horrendous attack and to use
all measures to prevent any further attacks on these defenseless residents
until it can ensure the safety that these residents were clearly guaranteed in
the MoU of2011. Thank you for your immediate attention to this urg t matter.
